Why do I need to accept Meta's Terms of Service to create a Facebook Pixel?
Meta blocks pixel creation until your business account has accepted the Pixel and Business Tools Terms of Service. Here is how to accept them.
When you click + Create New Pixel in our app, we create the pixel inside the Meta business account you selected. If that business account has never accepted Meta's Pixel and Business Tools Terms of Service, Meta rejects the request and the pixel is not created.
This is a one-time acceptance on Meta's side. Once the terms are accepted, you can create pixels normally.
Who can accept the terms? Only an admin of the business account can accept them. If you are not an admin, share these steps with the person who administers your Meta business account.
Follow the below steps to accept the terms:
- In our app, click Accept Terms of Service on the error message. This opens Meta Business Settings in a new tab for the business account you selected.

- Sign in to Meta with the same Facebook account you connected to our app.
- Review the terms shown for your business account and accept them. If Meta also asks you to accept the Custom Audience Terms of Service for your ad account, accept those as well.

- Come back to our app and click I've accepted - Retry. We will try creating your pixel again.
- Once the pixel is created, select the events you want to track and click Continue.
If Meta keeps rejecting the request after you accept the terms, the cause is usually a different one. For example, you may not have admin access on the business account, or the account may have reached its pixel limit. You can also select an existing pixel from the Pixel dropdown instead of creating a new one.
